Central Greens Sports Complex
Infrastructure Engineering, Inc. (IEI) was the prime consultant for the Athletic Track & Field Project at Central Greens in Indianapolis, Indiana. The project is located on the grounds of the old Central State Hospital. Central State was a psychiatric treatment hospital before its closure in 1994. The grounds have now become a large urban redevelopment site know as Central Greens. The track and field is located on land that has primarily served as pasture and open field situated between North Tibbs Avenue and Steeples Boulevard, which was constructed at the same time by the Indianapolis Department of Public Works (DPW).
IEI’s scope of services included the preparation of design development documents, construction and bidding documents, bidding and negotiation, preconstruction and construction administration, and project closeout. The design elements included erosion control plans; demolition plans for the site; site drainage plans, which addressed stormwater detention and treatment elements for the track and field and parking lot; site grading plans that promoted the reuse of the existing throughway pavement at the eastern edge of the project site; and operation and maintenance manuals. Coordination with several regulatory agencies was a key element to the success of this project. IEI served as a liaison between the following agencies: Indy Parks, DPW, Indianapolis Department of Metropolitan Development (DMD), Indianapolis Department of Code Enforcement (DCE), and the Indiana Department of Natural Resources (IDNR).
