Cook County Department of Transportation and Highways (CCDOTH) Design Engineering Services

Infrastructure Engineering Inc. (IEI) is providing design engineering services for over 20 work orders that include various roadway, structural, and drainage engineering improvements throughout Cook County.

  • WO 14 Invest in Cook Program Support: Invest in Cook (IIC) is an annual $8.5 million program that funds planning and feasibility studies, engineering, right-of-way acquisition, and construction transportation improvements sponsored by Local Public Agencies (LPA) and private partners (collectively referred to as grantees) that are consistent with the policies of Connecting Cook County. IEI is providing CCDOTH with program support services for 49 awarded IIC projects. This program support includes coordinating and assisting grantees with progress tracking and reporting, quarterly report submissions, project schedule reporting, coordinating/collecting the documentational requirements per grantees’ Intergovernmental Agency Agreement (IGA), and collecting the required invoicing documentation to process milestone reimbursement payments.
  • WO 15 Hintz Rd. Land Bridge: IEI provided bridge inspection and engineering evaluation services for the Hintz Road Land Bridge at Echo Lake, including preparation of an Abbreviated Bridge Condition Report. The work involved field inspections, deck condition evaluation, assessment of erosion and settlement beneath the sidewalk and around storm sewer and manhole infrastructure, and evaluation of metal shell pile section loss based on field observations and measurements under limited-access conditions. The project also included rehabilitation recommendations, cost estimates for proposed improvements, a summary of environmental and regulatory permit considerations, and coordination with the owner and local stakeholders.
  • WO 16 East Lake Bridge over West Fork North Branch (WFNB): IEI provided structural engineering services for evaluation of rehabilitation alternatives for the East Lake Bridge over the West Fork North Branch Chicago River, including development of a technical memorandum to address load posting restrictions and documented structural deficiencies. The work included field inspection, review of historical and inspection data, analysis of load rating deficiencies relative to current Illinois vehicle standards, and evaluation of structural alternatives such as temporary shoring, superstructure replacement with rolled steel beams, PPC IL-beams, and steel tub girders, along with associated approach slab replacement and substructure repairs. The project also included planning-level construction cost estimates, preliminary life cycle cost analysis, and development of a preferred structural alternative for future design and implementation.
  • WO 19 Highway Permit Drainage Reviews: IEI is conducting drainage reviews of Highway Permit application packages for work proposed by others within and adjacent to County rights‐of way for Cook County Department of Transportation and Highways (CCDOTH). Hey and Associates is part of the IEI team for this project.
  • WO 20 Project and Plan Reviews: IEI is conducting project and plan reviews for CCDOTH. These projects may involve the review of plans, permits, calculations, etc. for drainage and environmental aspects of projects within CCDOTH right‐of‐way. Hey and Associates is part of the IEI team for this project.
  • WO 21 Hintz Rd./Crawford Ave. Load Ratings: IEI provided project management and structural engineering services for load rating of the Hintz Road Land Bridge at Echo Lake, including coordination with the owner and management of the consultant team throughout the project duration. The work included review of 2024 inspection information, as-built drawings, and design drawings, as well as a field visit to support completion of the bridge load rating analysis. The project also included preparation of deliverables, including the Structure Load Rating Summary (Form BBS 2795), AASHTOWare BrR electronic files, and AASHTOWare output files in PDF format.
