2023 Airport Pavement Management Services (APMS) Midway

Chicago’s Midway International Airport had no room to expand beyond the
approximately 650 acres of land the airport sits on, maintaining the runways,
taxiways, aprons, roadways, parking, and other pavement is extremely
important for the operations at the airport. The pavement deteriorates due
to traffic, weather, and the use of snow melting and deicing chemicals. The
Chicago Department of Aviation (CDA) keeps the existing pavement assets
in decent condition through a thoughtful maintenance and rehabilitation
(M&R) plan. The airport pavement management system (APMS) updates the
M&R by providing data-driven inputs into airfield pavement maintenance,
rehabilitation, and reconstruction to maintain minimum serviceability levels.

The scope of services involves records review and system inventory, network
definition update and sample unit identification, airport wide pavement
survey for pavement condition index determination in accordance with ASTM
D5340 for airfield pavements and ASTM D6433 for landside pavements,
update and customization of PAVER software database, development of
10-year M&R plan, preparation of final report and executive summary and
nondestructive testing and destructive testing of pavement. Geotechnical
report on pavement cores analysis and evaluations.

IEI is responsible for system pavement inventory and record review; updating
network definition and sample unit plans; incorporating field inspected
pavement distress data into the PaverTM software; updating forecast models
and forecasting data for current PCI; drafting condition index map using
the PCI scale and color codes for pavement section inspected in 2023;
drafting a map for forecasted current condition of sections using PaverTM;
developing detailed pavement condition report including database updates,
condition maps, tables, and a narrative of all conditions encountered;
analyzing and comparing theoretical pavement deterioration curves with
observed historical deterioration data superimposed; developing a draft of
10-Year maintenance and rehabilitation plan; preparing a final and executive
summary; attending project meetings and providing technical support/
assistance.
